Sugar-Free Chocolate Cool Whip Mousse

Makes

About 6–8 cups, depending on serving size.

For the photo-style portions: use 8–10 oz clear cups and fill each about ¾ full.

Ingredients
Main mousse
1 box (1.4–1.5 oz / about 40 g) sugar-free, fat-free instant chocolate pudding mix
1½ cups (360 ml) very cold skim milk
1 container (8 oz / 226 g) Cool Whip Sugar Free, thawed in the refrigerator
2 tbsp unsweetened cocoa powder
1 tsp vanilla extract
⅛ tsp salt
Optional: ½ tsp instant espresso powder for a deeper chocolate flavor
For the top
2–3 tbsp unsweetened cocoa powder
Optional: a small spoonful of Cool Whip
Important

Use instant pudding, not cook-and-serve pudding. The pudding mix is what helps the mousse become thick.

FULL STEP-BY-STEP RECIPE
1. Chill everything

For the best texture, your milk should be very cold and the Cool Whip should be thawed but still cold.

Put your mixing bowl and beaters in the refrigerator for 10–15 minutes if you have time.

2. Make the chocolate pudding base

Pour:

1½ cups cold milk
1 box sugar-free instant chocolate pudding mix

into a large bowl.

Beat with a hand mixer on medium-high for about 2 minutes.

The mixture should become noticeably thicker.

This basic technique—beating instant chocolate pudding with cold milk before incorporating Cool Whip—is also used in Kraft’s mousse recipe.

3. Add the cocoa

Sift 2 tablespoons unsweetened cocoa powder into the pudding.

Add:

1 tsp vanilla
⅛ tsp salt
Optional ½ tsp espresso powder

Beat for another 20–30 seconds.

Why add cocoa?

The pudding alone can taste somewhat like chocolate pudding. The extra cocoa gives you the deeper chocolate color and flavor seen in the photo.

4. Fold in the Cool Whip

This is the important part.

Add approximately ⅓ of the Cool Whip to the chocolate pudding.

Mix gently until incorporated.

Then add another ⅓ and fold it in.

Finally add the remaining Cool Whip and fold gently with a spatula.

Don’t beat aggressively at this stage.

You want to keep the mixture light and airy.

5. Check the consistency

The finished mousse should be:

thick + fluffy + creamy

It should hold a soft peak on a spoon.

Too thick?

Add 1 tablespoon cold milk at a time and gently fold.

Too thin?

Refrigerate it for 30–60 minutes first.

If it is still too loose, you can mix a small amount of additional instant pudding powder into a few tablespoons of the mousse and then fold that back in.

6. Fill the cups

For the appearance in your picture:

Transfer mousse into a piping bag or large zip-top bag.
Cut off the corner.
Pipe the mousse into clear plastic cups.
Fill to approximately ¾–⅞ full.
Smooth or swirl the top.

You can also simply spoon it into the cups.

7. Make the cocoa topping

Put 2–3 tablespoons unsweetened cocoa powder into a small fine-mesh sieve.

Lightly dust the entire top of each mousse.

For the picture’s appearance, don’t completely cover the mousse with a thick layer—use a thin, even dusting.

8. Chill

Cover the cups and refrigerate for at least:

1 hour

For the best texture:

2–4 hours

Overnight is also fine.

A similar chocolate pudding/Cool Whip mousse is specifically chilled before serving, and the chilling period helps the dessert set.

EXTRA-RICH VERSION

If you don’t need it to be sugar-free, I’d make this version.

Ingredients
1 box 3.9 oz regular instant chocolate pudding
2 cups cold whole milk
8 oz Cool Whip
2 tbsp unsweetened cocoa
1 tsp vanilla
Pinch of salt

The larger regular pudding package traditionally uses about 2 cups milk, and recipes combining instant chocolate pudding with Cool Whip produce a particularly thick mousse.

For the picture, however, I’d use the sugar-free version if you’re trying to replicate the container shown.

How to get the EXACT “bakery cup” texture

The photo looks especially thick and stable rather than like traditional French chocolate mousse.

Use these ratios:

Ingredient Amount
Sugar-free chocolate pudding 1 box
Cold skim milk 1½ cups
Sugar-free Cool Whip 8 oz
Cocoa powder 2 tbsp
Vanilla 1 tsp
Salt ⅛ tsp
For an even thicker mousse:

Use 1¼ cups milk instead of 1½ cups.

For a softer mousse:

Use 1¾ cups milk.

Don’t go much above 2 cups if you want the mousse to stand up in the cups.

Q & A
Can I use regular Cool Whip?

Yes. It will be richer and sweeter.

You can substitute the same 8 oz amount.

Can I use homemade whipped cream?

Yes, but it won’t behave exactly like Cool Whip.

For a more stable homemade version, whip 1 cup heavy cream with 2–3 tablespoons powdered sugar until stiff, then fold it into the chocolate pudding.

Can I use almond milk?

Yes, but this is where you need to be careful.

Some instant pudding mixes don’t thicken equally well with every plant milk. If using almond milk, start with 1¼–1½ cups, rather than automatically using 2 cups.

Can I use oat milk?

You can, but the result may be softer. Whole milk generally gives a more predictable pudding texture.

Can I use chocolate milk?

I wouldn’t recommend it.

The pudding mix already contains sugar and chocolate flavor, so chocolate milk can make the mousse too sweet and may change the consistency.

Can I make it without pudding mix?

Yes, but then you’re making a different type of chocolate mousse.

A true chocolate mousse can be made with chocolate, cream, eggs, gelatin, or other stabilizers. For example, traditional recipes use chocolate and whipped components rather than instant pudding.

For the specific dessert shown in your photograph, though, pudding + Cool Whip is the easier route.

Why is my mousse runny?

The most common causes are:

Too much milk
Using cook-and-serve pudding instead of instant
Warm milk
Cool Whip not fully chilled
Overmixing after adding the Cool Whip
Not giving it enough refrigeration time

Put it in the refrigerator for 2–4 hours before deciding that it’s too thin.

Why did my mousse become lumpy?

Usually the pudding powder wasn’t completely incorporated.

Next time:

Put the cold milk in the bowl.
Sprinkle the pudding mix over it.
Immediately whisk.
Beat for the full 2 minutes.
Then add cocoa.

Sifting the cocoa also helps.

Can I make it ahead?

Absolutely.

Make it the day before, portion it into cups, cover, and refrigerate.

I’d add the final cocoa dusting shortly before serving for the prettiest appearance.

How long does it last?

Keep it refrigerated and covered.

For best texture and flavor, I’d use it within 2–3 days.

Don’t leave it sitting at room temperature for an extended period.

Can I freeze it?

Yes, but the texture can change after thawing. It may become slightly icy or lose some of its fluffy quality.

For the smooth texture shown in the photograph, refrigeration is much better than freezing.

Can I make this for a party?

Yes. This is actually an excellent party dessert because you can make the cups ahead of time.

For 20 small cups, approximately:

3 boxes sugar-free chocolate pudding
4½ cups cold milk
24 oz Cool Whip
6 tbsp cocoa
3 tsp vanilla

Make each batch separately rather than trying to mix a huge quantity at once.

Approximate nutrition

This varies substantially according to the exact brands of pudding, milk, and Cool Whip.

Using sugar-free pudding + skim milk + sugar-free Cool Whip, the mousse can be considerably lower in calories and sugar than a conventional chocolate mousse, but don’t assume that “sugar-free” means calorie-free.

For an accurate nutrition label, calculate using the exact products and serving size you’re using.

Variations
Chocolate strawberry

Add diced strawberries to the bottom of the cup and pipe mousse over them.

Chocolate peanut butter

Add 2 tbsp powdered peanut butter to the pudding mixture.

Mocha

Add ½–1 tsp instant espresso powder.

Mint chocolate

Add ¼ tsp peppermint extract.

Cookies & cream

Fold in finely crushed chocolate sandwich cookies.

Dark chocolate

Use dark chocolate instant pudding if available and increase unsweetened cocoa to 3 tbsp.

One important note about your photograph

The image shows Cool Whip Sugar Free, but the photograph alone doesn’t reveal the exact quantities or whether additional ingredients were used. So I wouldn’t claim this is the original recipe from that photo. The recipe above is a carefully balanced copycat-style version designed to reproduce the same thick, airy chocolate-cup appearance. Similar published recipes confirm the core combination of instant chocolate pudding, cold milk and Cool Whip.
